DRV104: Output voltage clamped

I am trying to use a DRV104 to drive a small solenoid valve and prevent a heating effect.  The valve is a 2W valve and I need to drop it to 0.9W, the voltage is 24VDC.  I am running 25kHz with a 10ms delay.  What I am seeing in the output is a clipped peak voltage of about 10V.  The frequency and duty cycle are correct, but the peak voltage is incorrect.  I have a bypass cap between 9 and GND, 8, 9, and 10 are all shorted together.  I have Cboot between 5 and 6.  I have tried with an open load, the valve, and a 10k resistor on the output and none of them work.  I am using a small prototype board currently, just for testing.  Anyone have any ideas why the output voltage is being clamped?
