DRV8434A: spinning issue

Hi Team,

Issue: the motor does not spin.

Power supply is 15.8 V which is good. Sleep and Enable is high. Fault, TRQ and STL_REP is low. M0 and M1 is high,

For the CPL and CPH pins, the normal board has a pulse waveform, while the current board does not.

For output pins, AOUT1, AOUT2, BOUT1 and BOUT2 has a 2.4-V output on a normal board, but not on the current one.

The customer would like to know if an incorrect CPL, CPH waveform affect the output and if the motor not locked also related to the issue? If so, will this be a soldering issue Or is this IC damaged? 

Could you help check this case? Thanks.
