MCF8315EVM: Powered up EVM board with motor connected but the motor will not rotate

What would the main methods to debug this issue?

I have rechecked all the connections and set the jumpers and swithchs as described in the MCF8315EVM User Guide sllu362.pdf document section 3 item 8 says the motor should spin when the pot R4 is rotated.  For me nothing happens.  When I use a scope to look at the motor signals A,B,C the lines are at 0V.

VM - 24V

VBK = 5V

AVDD = 3.26V

DVDD = 1.54V

Do I need to program the MSP430 or is it pre programmed?

I am trying to drive a Maxon EC32 6W 339265 motor.
