MCT8329A: Does the MCT8329A have a mode that does not allow writing to EEPROM or RAM?

Hi, 

Does the MCT8329A have a mode that does not allow writing to EEPROM or RAM?

For example, in the following thread it is stated that when writing to EEPROM it must be in MOTOR_IDL.

What are all the conditions under which it is not possible to write to EEPROM and RAM? These are not supposed to be specified in the data sheet.
