MCF8316A: i2c failure. NACKing correct i2c address

What are all the possible causes of i2c non-response?  Example below:

The chip does not ACK the i2c address.  I am assuming that all the faults in table 7-5 that say "disabled" in the LOGIC column mean no i2c communication will work.  Nothing in the table seems to be applicable to my case.  Are there any other possible causes of this symptom?  I think it happens after the EEPROM is written to, making the chip essentially one time programmable.

Not fixing the bugs in this chip with a new silicon rev is bad.  Obfuscating the bugs and letting engineers like me chase their tails for days on end is unforgivable.
