DRV8711: FAULT is active Low. Status register indicates UVLO (under voltage lock out)

We are starting a production run of an Issue 3 PCB that uses 3 x DRV8711 to drive 3 stepper motors.

The DRV8711 is powered from 24 Volts, and 24 Volts is present and stable with less than 140mV noise.

Issue 1 and Issue 2 PCB's worked and were used to pass CE EMC.  Issue 3 PCB was a minor change to the Power Supply to reduce noise.

All 3 DRV8711 have the FAULT output active (LOW).  The STATUS register indicates the UVLO is active.  I have tried to clear the BIT by writing 0 to the STATUS register but it instantly goes active.

I have ensured SLEEP is inactive (HIGH) with a delay before issuing RESET.

What could cause UVLO if VM is 24 Volts?
