UC1625-SP: Low side don't toggle

Hello , 

I am using the UC1625 and build the circuit on breadboard same as application note. 

I have Maxon motor connected to the circuit. Low side dont activate and when I rotate the shaft manually. I can monitor the high side toggling to the different phases but Low side steady state at almost zero.

Even I remove the connection to the pins 12/13/14 and dont see any activity on that pins to change from (H to L) or (L to H) while I turn the shaft with hand.

What could prevent the toggling on low side!?
