DRV8323: 6x PWM mode datasheet error?

When the DRV8323S boots up or is enabled, it is put into 6X PWM mode by default. At this time, I presently have all inputs (INHx, INLx) at a logic low, but we are still seeing the chip drive all three GHx lines high, putting voltage on all three phases of the motor. This is contradictory to the datasheet information on page 31, table 2, where all gates should not be being driven.  Is this supposed to happen?
