UC2625: Max PWM Duty Cycle

Tool/software:

When the output of E/A Out exceeds the PWM IN, this forces a max duty cycle/ CHOP to the decoder.  During this condition, does the duty cycle go to 100% without any CHOP or does it continue to CHOP at some Dmax?  If it does hit a Dmax what is the Dmax.  Is Dmax determined by the fall time of the RC-OSC ramp?
