MCF8316A: nFAULT needs pull-up resistor for chip to power up correctly?

I am having very frustrating problems programming the MCF8316A on my target board using the EVM. I keep getting connectivity error messages telling me to restart the GUI. This used to work.

I saw on the forum in another post that the FG and nFAULT pins need a pull-up resistor for the chip to power up properly. Is this true? That would be a major boobly trap. I understand these are open drain outputs and need pull-ups to work as outputs.

But, needing pull-ups for the chip to work if the outputs are not being used is unprecedented.
