MCF8316A: Two questions about MCF8316A datasheet

First Question:

I am confusing about MOTOR SPEED in Figuer 1,what's the relashionship between MOTOR SPEED in the datasheet and Mechanical SPEED in the GUI(Figure 2)?

Second Question:

What dose 0 Hz mean in FIRST_CYCLE_FREQ_SEL register (Figure 3)?

when shall I choose the 0 Hz function for the best method for a particular application?
