MCF8316AEVM: Quick start Quide dosen't work

I am using the MCF8316AEVM for product development.

I followed the Qucik guide in the datasheet exactly,but the 3-phase motor I connected doesn't move at all.

I can't even output any control signals. Can you tell me what the problem is?
